14.1 REPORT - PROFESSIONAL SERVICES AGREEMENT WITH OIR GROUP LLC, INDEPENDENT AUDITOR TO REVIEW THE POLICE DEPARTMENT BACKGROUND: OIR Group LLC, as the Independent Police Auditor, will report directly to the City Manager and will review Santa Rosa Police Department internal investigations, conduct audits of policies, practices and records, conduct community outreach, and will, annually, prepare a written report and give a presentation to the Public Safety Subcommittee and City Council. RECOMMENDATION: It is recommended by the City Manager's Office that the Council, by resolution, approve the Professional Services Agreement with OIR Group LLC in an amount not to exceed $270,000 over three years.
